The HR function is especially in smaller firms a function that falls under Finance.
The payroll provider is usually also used as a consultant by the Finance Department.
I believe that in small firms the HR function should be a joint function from the Managing Director (or business owner) and Finance.
This because in many companies the people are the HUMAN CAPITAL of the company.
If those people would leave the company, half of the company value can be gone within seconds if not properly managed.
